Rashes are hard to: diagnose without a visual exam or more history. If your child has a fever or seems ill, he should be seen urgently by your doctor. If the skin is itchy, this is unlikely to be infectious and more likely to have an allergic basis. Many viral rashes do not itch. Fifth disease, a virus, causes the cheeks to be very flushed and the skin on extremities to be blotchy & child acts well.
