Personal choice: It is not illegal for primary care doc to prescribe xanax in any state. Xanax is highly addictive medicine. Primary care doc may not know details of psychiatric medications. Some are not comfortable prescribing them especially when patients are demanding. Primary care doc in private practice mostly write.

Depends: Xanax is a controlled substance, which means it is on a list of abusable drugs monitored by the feds. Some docs choose not to use these drugs or even get the permits needed to write a prescription for them. Without the permit, it would be illegal for a doc to prescribe them. I would suspect they just don't offer to prescribe such meds as a personal practice decision.
