I never would: This nasal steroid is not approved in the US for use under age 2 yr. Congestion in infants is triggered by the interplay between small nasal passages & airborne irritants. Dust/smoke/odors/fumes/etc. that may not bother adults can trigger mucus flow that blocks the nasal passages. Vigorous washout with nasal saline/bulb will clear both the mucus & irritants. Removing the irritants helps over time.
