Maybe: Palpitations are not going to increase your blood pressure. Your blood pressure may be going up because you are anxious about the palpitations. As far as the palpitations, you should be seen and examined.

Yes, it is normal: Palpitations are commonly caused by an emotional/excitement or physical stress such as running.
