Can omeprazole cause metabolic alkalosis due to lowering stomach acid?

Unlikely: These acid "blockers" reduce but do not eliminate acid production They are fully capable of reducing the pH of your stomach contents down to the 2 range where normal digestive enzymes work. If they did we could not use them because you would starve.

No: Metabolic alkalosis is rare. The body's acid-base metabolism is one of the most tightly regulated body systems. It is controlled mostly by the lungs and kidneys. Stomach acid has very little to do with it.
