No: At your age (21), a resting heart rate of 40 indicates you are in excellent condition. My guess is that you run or engage in some other aerobic exercise regularly. If your heart rate changes subtly with your breathing (speeds up then slows down with each breathing cycle) its called a sinus arrhythmia which is normal in young athletes and would confirm what I'm saying but doesn't occur in everyone.
