High risk pregnancy: You can definitely become pregnant, and it sounds like both your diabetes and HIV are under excellent control - great job!! it is hard work to stay diligent about your medications and medical care, so kudos to you. You will definitely want to see a "high risk" pregnancy specialist - sometimes called "Maternal fetal medicine" specialist. They will be able to help you have a healthy pregnancy.
