Can a dr tell tell using a stethoscope if someone has congestive heart failure?

Lungs and heart: Lungs will have characteristics sound call crackles and sometimes if severe wheezing - fluids in the lungs. The heart will have a galloping sound call s3 gallop and possibly a murmur. Jugular vein distention at the neck and ankle pitting edema.
