I am a 22 year old female, i have come and go arm pain and sometimes chest pain. ive been to the doctors time and time again. they did blood work, ekg and i even had a stress test dont to. ive been told several times its just anxiety. could it be?

Orthopedics: Sounds like your direction of specialist care needs to be changed. Your symptoms are more in need of an Orthopedics or Neurology. All the chest pain cardiology stuff has been ruled out which is good. Bad is that you are young and have an arm which is giving you pain. See Orthopedics, they are great docs. Some of the nicest in medicine due to their sports-related and active lifestyles.
