19 wk old baby, not urinating for more than 12 hours or passing stools, refusing to drink any fluids. is this normal?

No: Any infant that does not void for 12 hours would be considered dry/dehydrated. This can sometimes be suspected using modern diapers that do not always feel wet after a void. In the hospital we weigh diapers to detect pee.
