can a left paracentral disc protrusion with flattening of left ventricle aspect of spinal cord at t7-t8 cause lower limb sensations in left leg?

Possibly: Thoracic spinal disc herniation can cause upper back discomfort, but also can cause symptoms lower in the body. A neurosurgeon is best qualified to examine you and inspect the mri findings. He/she will then advise you about your symptoms, whether they correlate with the mri findings and then discuss treatment options.
