I'd tend to agree: I'd prefer to see the images to be a little more confident, but I'll give my input. Small hemangiomas in the bones of the vertebral bodies aren't too uncommon. Unless the vertebral body is significantly enlarged or distorted in a manner where it is pressing against the spinal cord, or nerve roots, I would not expect any effects such as weakness. And this would be fairly unusual.
