My baby cries every time he turns his neck, is he okay?

No: It is not normal for your child to cry whenever they move their neck. They should be examined immediately to rule out a serious condition, such as meningitis.

No: Your baby needs to be seen by your pediatrician. Some babies have torticollis: a condition where the neck muscle is a little short or tense. Physical therapy helps this a lot. It is hard to tell without seeing the baby, so please make an appointment.
