Call 911: This depends on the reason they're unconscious. If they OD'ed on narcotics they need a drug like naltrexone ASAP. If they have low blood sugar they need sugar but if sugar too high they need insulin. If they has a heart attack they need CPR. If they had a stoke they need emergency care. If they just fainted let them come to on their own. But best is to call 911 so paramedics can assess and treat!
