If there is a decrease in wbc after starting antibiotics, does that mean there is an infection or can just taking antibiotics cause a slight decrease?

Likely better,,,: It likely means that the infection is getting under control because of the antibiotics. WBCs are there to fight infection and if the antibiotics are working it likely means that they aren't needed as much and the infection is resolving.
