Dermatologist: Itchy arms without a rash can be caused by excessively dry skin, but since you're developing a rash I feel that a consultation with a dermatologist is warranted for diagnosis and treatment. In the meantime you can take over the counter antihistamines(some cause drowsiness,some don't) to relieve itching. Your pharmacist can recommend this medication.
