It happens: By definition, one has not grown at a normal rate & is likely to not to function normally. Normal growth & function requires the testis, which originates next to the kidneys in the fetus, travel down to their destination pulling their blood supply with them. One can form poorly, have impaired blood flow, or have other injury. Luckily the kid only needs one good one. There would be no treatment.
