Unclear: Vaginal estrogen is sometimes prescribed to post menopausal women for atrophy. The use of vaginal Estrogen is unrelated to one’s need to undergo an annual preventative cancer screening exam such as a pap smear.

No, not useful: There is no reason to use estrogens prior to a PAP test. In fact local estrogens could cause some changes which could confuse the interpretation of the test findings. So you should tell her to avoid any such intervention.
