Unlikely: It is unlikely that applying lotion (which by the way is usually made from animal or plant fat) will cause you any long term harm.

No problem with that: if your skin is dry , you may moisturize twice per day. Certain moisturizers may be tolerated better than others. All may be purchased over the counter. Would also suggest a mild cleanser such as Dove unscented for sensitive skin

Dry skin: Hard to say what's in the lotion would see a derm or pcp check to see if you have underlying thyroid or another condition that amount of cream potentially harmful for years there are prescription cream that are better and probably less toxic

It is good: This may be beneficial even for people with normal skin. If you have dry skin, it is important to apply the moisturizer within 3 minutes after bathing to keep the water in the skin at least with one of your two applications.

No harm: Using a skin moisturizer twice a day will not do any harm. Wish you good health! - Have a diet rich in fresh vegetables, fruits, whole grains, milk and milk products, nuts, beans, legumes, lentils and small amounts of lean meats. Avoid saturated fats. Drink enough water daily, so that your urine is mostly colorless. Exercise at least 150 minutes/week and increase the intensity of exercise gradually. Do not use tobacco, alcohol, weed or street drugs in any form. Practice safe sex, if you have sex.
