Can dehydration cause elevated protein levels in blood work?

By definition: The blood components are by definition a group of cells and proteins suspended in water with minerals. Any reduction in the water component would elevate the relative amount of the other components. Clinicians will look at this in context. It takes a lot of dehydration to elevate any other component significantly & dehydration to that point is quite obvious. It low levels it is insignificant.
