Might be: Take her in for a urine collection/test/culture. You don't treat kids on suspicion. You verify the issue and the germ. Any UTI in the first 3 yrs of life may be evidence of a structural problem in the urinary tract. Most of these are just irritation from sitting in soapy bathwater.
