STD? Dermatitis?: If he has an itchy sensation in the penis when urinating, or if painful urination or any visible discharge of pus or mucus from the penis, an STD is likely, especially chlamydia, gonorrhea, or nongonococcal urethritis (NGU). However, itching on outside of penis usually is not an STD -- various skin rashes, fungal infection, etc are more likely.
