I have a strange feeling at the top of my penis.It feels like is urine in my urethra.Makes me want to urinate as lot but not in the normal way.It makes me want to urinate to get it out. I am a 17 year old male. Urine tests are normal.Is it normal?

Shock pain into tip of penis. Occasionally tickly like at same spot. Side of penis itches no lesions. Some pain at times in pelvis, scrotum and testicles. Std negative, normal urine test. Ultrasound normal. Cytoscopy normal. HPV cause this?
