No risk, no worry: Herpes and HPV are not transmitted through blood. Even for blood borne viruses like HIV or hepatitis B or C, this sort of contact carries little or no risk -- especially if the toilet paper did not have large amounts of wet blood, and if no contact of the blood with open sores. Don't worry about it.
