It could be...: hard to tell without seeing it. It could be a reaction to something you were exposed to, could be dry skin, could be something called keratosis pilaris, which is basically excessively dry skin and hard to treat, but not dangerous. Please see your doctor; it will be easier to diagnose in person, or you can consult one of us on Prime.
