Rash: It's very difficult to diagnose skin rashes without a picture, but it could be patches of eczema (which don't always have to itch). If it's symmetric on the upper arms, we think of things like keratosis pilaris, which doesn't itch, but can be cosmetically bothersome. It doesn't sound like an urgent concern, and getting it checked in the next 1-2 weeks should be fine.
