Your blood pressure: is more important provided your heart rate is not so slow that you are having symptoms. It will be difficult to adjust this without medications. There are many blood pressure pills that will not affect your heart rate. See you health care provider for an evaluation before you suffer irreversible effects of elevated blood pressure.

HR 60-100 is normal: It is not technically possible to purposefully decrease your heart rate. Athletes are known to have lower resting heart rates due to the cardiovascular training they do, however for most people their heart rate can vary, but resting heart rates for adults is from 60-100 beats per minute. There are blood pressure medications that slow down the heart rate, and this may be something for you.

Depends: Both are important . If you lower your heart rate due to exercise and without symptoms that is okay. If your blood pressure increases during activity that is okay. Do not try to figure which one is more important because severe abnormality in one will affect the other
