Penis not flaccid: Believe me this is very common. I have seen hundreds if not thousands of men. Your penis is very normal. Please do not buy into the damaged process of cutting the ligament that holds the penis to the pelvis just to hang a bit lower. As long as when erect it is working perfectly that is the best possible scenario. Flaccid length is not of any concern from a medical perspective.
