Does a slight reduction of blood supply to testis increase the risk of spermatogonial cells containing more mutations?

I don't think so: You may have fewer sperm, but there's no reason that this would cause them to have more mutations. You're young and if otherwise healthy, don't spend much time worrying about this. But of course address your questions to the doctor who ordered the test.
