Yes: There is a group of small blood vessels in the scrotum. These vessels drain the blood from the testes The name of this grouping of vessels is called the pampiniform plexus and is used to regulate the temperature inside the scrotum. If this becomes tortuous it does not function and . the temperature rises and the testes do not function. If the vessels enlarges that is called a varicocele.
