Hard to comment: Rashes are common and their causes diverse. Without a better description or actually seeing the rash it is hard to decide what may be a cause. A weight of 13 kg in a 3 yo is well within the normal range for age. The height is required to see if it is a good weight for her height. Why you are worried about her weight would also allow a better answer. You are welcome to start over.

Mgt: Itchy rashes may represent a number of conditions including an allergic reaction or contact dermatitis. A virtual consult may be useful to you and your doctor. You can upload her growth chart ( height is also needed and her birth weight) along with a photo for her EMR. An oatmeal bath may be used to alleviate symptoms.
