NO: Lice is passed from human hair to human hair by sharing hair brushes, pillows, and bedsheets, also by very close contact between two heads. Lice cannot survive off of human hair for more than 6-24 hours, so no need to go crazy cleaning everything in the home. very unlikely for it to pass from neighbors if none of the above apply.
