Green phlegm is c/w: bacterial bronchitis/pneumonia (difference is only the degree of purulent secretions in airways/alveoli of lungs). Green=enzymes within WBCs which have ingested bacteria; killing/digesting them as food. Bronchospasm (asthma) inhibits clearing the infected mucous: http://goo.gl/IXDw19. Warm humidification (eg. https://www.mypurmist.com) & antibiotics are routinely best, NOT cough suppressants.
