Shoulder issues: can cause hand and arm tingling if there is an unstable shoulder however constant tingling in a hand could represent peripheral nerve compression or nerve root compression in the neck, which coincidentally also can cause muscle pam in the neck and shoulder. Constant tingling for three weeks merits and evaluation, talk to your PCP about a referral to a specialist
