bumps on the scrotum appeared a couple of weeks ago after having intercourse with a female. they are painless and have a hair in the middle of them. i did shave that area using clippers. could this be ingrown hair or a herpes outbreak ?

Sounds more: like ingrown hairs. But difficult to say without examination. You need to show it to your doctor or urology specialist to make sure.
