Probably not herpes: Herpes is unlikely to first present with "3 red bumps". The initial infection usually is more severe than this. And within 7 days recurrent herpes would go from red bumps to blisters or open sores or scabs. If the bumps are in an area where you shave, folliculitis (hair follicle inflammation, ingrown hairs) is a good bet. See a doctor if they persist or if you remain concerned.
