No: Menstrual bleeding does not alter one's level of thyroid hormones or one's TSH level. When a person's TSH level is low (compared to the lab's reference range), it usually means the person has too much thyroid hormone (increased thyroid hormone will lower the TSH), or less commonly, the person has difficulty producing TSH.
