Yes: Yes a heart rate of 113 is "too high". You need to be seen and evaluated for this as it likely has a cardiac Orgin. Among the more common causes is atrial fibrillation with rapid ventricular response, which can potentially cause a stroke, although there are many possibilities. I would be seen immediately.
