Not a Control: In the US Controlled medications are II-IV. Lithium is a prescription medication but not a controlled one.

It's not in US: In the US the FDA considers all drugs that require a prescription as potentially dangerous. The standard being their misuse can cause harm. Some will eventually be moved to over the counter status when/if long term use finds them safe for this change. Schedule Meds, C1-5 vary in their level of monitoring based on potential for abuse. (1 most-5 least) Lithium is not a scheduled med.
