Not necessarily: Although bleeding with first vaginal intercourse is common, some women who are virgins do not bleed with first intercourse. So if the woman does not bleed that does not mean she was not a virgin.

Cultural issue: Bleeding with intercourse requires the tearing of some tissue, in this case a hymen. Some women are born with little or no hymen tissue, or lose it in non- sexual events in childhood. They are still virgins, but would not be expected to bleed with 1st intercourse. Some cultures expect bleeding as the only valid indicator of virginity, but it is not.
