Possible: But in my experience, having sneezing spells (especially if you have eye symptoms) points more to allergic than non-allergic. Nonallergic rhinitis is a diagnosis of exclusion also since one needs to prove that allergies do not play a role. You may also have both allergic and non-allergic rhinitis as well. Try a nasal steroid spray
