I switched from alesse-28 to otc lo because the estrogen level wasn't high enough and i experienced breakthrough bleeding on alesse (every 3rd week of the active pills) and it's still happening 2 packs later on otc-lo?

Talk to your Rx MD: You need to discuss this with your MD who has been prescribing the oral contraceptives. There are many pill products that can assist your problem, as sometimes it is in fact "trial and error" in prescribing the correct product to a patient.
