Nostrificate: Asks if your exams can be equated with the U.S. Answer is no. Many states require citizenship so do your research. First step is the ecfmg to prove that you have adequate medical and english language knowledge. Then you have to pass a state board. You should obtain a resident visa. A student visa will only last a finite time.It is not easy, but possible.
