Rash on thigh: Dies it itch? May be bites ,eczema rarely petechia i.e. small capilllary bleeding but that is usually more diffuse. Consider checking for lyme even though that is not the usual presentation, consider OTC steroid / antihistamines. Check CBc and f/u/w/ doc
