The first step,: of course, is to make the correct diagnosis. First on my list of differential diagnoses would be Morton's Neuroma, a benign tumor usually located at the base of a toe on the ball of the foot. See Podiatrist or Foot Orthopedist first for this. Surgery is most definitive treatment. Other potential causes of electric shock could be tarsal tunnel or even MS. These specialists will help sort this out.
