Delayed union: In all likelihood based on your time frame post fracture you have a delayed union of your metatarsal. The fact that you have bone callus demonstrated on X-ray is a good sign as it is attempting to heal. You should be immobilized in a fracture shoe and have serial X-rays taken every 2-3 weeks to assess your progress. If no improvement 10-12 months (non union) and bone stim might be considered.
