No: PPD/Mantoux/TB tests are interpreted by measuring the degree of induration (raising of skin), not discoloration. In addition the cutoff for size for positive test is: 15mm for low risk patient 10mm for high risk patient 5mm for HIV patient so in no case would 4mm qualify as a positive test; though again 4mm of pinkish red color without swelling is meaningless.
