Does a normal mri on the brain with contrast rule out serious neurological causes of my constant, severe vertigo/dizzy episodes?

It depends: how the MRI was performed. If it was tailored for that purpose, with special techniques to evaluate the regions often involved with vertigo etc..., then it would rule out most inflammatory or neoplastic causes.
