See a doctor: Malodorous urine and oedema can be an indication of kidney infection and even renal failure, so these symptoms require urgent assessment by a doctor including urine tests, blood tests and possibly a kidney scan. Furthermore neck stiffness, especially if a fever is present, can indicate more serious systemic infection such as meningitis. See a doctor urgently.

Oedema: As well as infection and kidney problems mentioned by Dr Oehley, there is also the possibility here of heart failure or thyroid problem as a cause for your symptoms. The stiffness int he neck may be due to glands being up from underlying illness or may be a separate issue. Advise doctor assessment as at the minimum an examination is required and tests may need to be run (blood, urine etc)
