What causes severe all over headaches, especially in the very top of the head accompanied by excruciating neck pain and stiffness on both sides and the base of the back of the neck causing too much pain to lay your head on pillow for sleep?

Would think that your neck is the primary source, with secondary headache. Have your doctor do an exam, and obtain appropriate imaging, preferentially an MRI of neck. Other causes of headaches such as giant cell arteritis should be ruled out. Treating the pain generator should provide palliation.
